ACTIVITY BUILDING
PRESIDENT RUTLEDGE – Called the meeting to order at 8:57a.m.
Recited the Pledge of Allegiance with the members in attendance.
GOVERNOR CRANDALL – Called the roll.
Governors Present – Crandall Dark, Floria, MacFarland, Middleton, Larson, Rutledge, Schanski, Waldron, Wileman.
Governors Absent – Eldridge and Wilson.
GOVERNOR CRANDALL – Moved to approve the minutes of the January 19, 2008 Board of Governor Meeting.
GOVERNOR DARK – Second All in favor, motion passed.
PRESIDENT RUTLEDGE – Agenda changes are as follows; there are two motions on the agenda, one regarding Lake Millecoquins and the other regarding food plot for habitat that will not come before the Board of Governors today.
There are three motions that are not on the agenda that the Board will vote on today, one, revision of fishing rules, second, regarding the Drown Cabin and third, renting of the Club Home on Riverview Drive.
CORRESPONDENCE FROM MEMBERS:
Letter from John Batchelder on the Annual River Clean Up that will be June 21, 2008. Volunteers are asked to note this date on their calendar. John is in charge of the actual clean up, volunteers, crews, and schedule. Pat Gustafson will be coordinating the picnic following the clean up. The Picnic will be held at the Gustafson residence at W12345 West River Road following the river run. If you volunteer to work on the clean up or to participate in the picnic arrangement, please call, John and Lynn in the evenings at 906-477-6445 or Pat and Bruce at 906-477-6549.
Letter from Marsha Nelson regarding the Recreation Building. She wanted to thank the Board of Governors, past and present, that had a part in it and stated, if you go in the building, take a look at the sign up book, there are thousands of signatures. It is continuously in use and I have heard nothing but positives on the building.
MEMBERS WISHING TO BE HEARD:
Steve Rogers – President Rutledge has asked me to chair the annual Club door prizes. Last year we had 31 businesses and individuals that donated 50 prizes worth over $800 for the door prizes. I would like to challenge each Governor to sift through their business to possibly come up with a donation for this year. Also, any members that wish to donate anything, you are free to re-gift. If you could donate something, try to bring it to the office in the month of May so we can display it leading up to the Annual Meeting.
Bob Street – I was up for the winter carnival and it was really great. I really enjoyed that. The other thing is we have asked to have individual mics for you governors so we can hear you. A lot of time we can’t hear everything that you are saying.

Based on our future projections, this five year plan could call for a modest increase in primary dues for 2009, and that plan currently shows $20.00 for 2009. This is subject to actual financial planning and subject to unanticipated income and expense yet coming in the year 2008. Consideration of any necessary dues increase would come before the membership at the Annual Meeting.

PRESIDENT RUTLEDGE – This item falls under Election and I would like to take a moment to thank those who agreed to run for the Board. It’s a commitment, major commitment of time and effort. I would like to introduce everyone who has agreed to run. The incumbents are Kurt Larson, Dave Waldron, and Jim Wileman, and 3 nominees also here today are, Marv Henderson, Lowell Rice and Charlie Wilson, and nominees Robert Horton and Tim Makinen. Thank you all again for running, we do appreciate it.

MEMBERS WISHING TO BE HEARD:
Bob Street – We are sponsoring the school golf team and in the U.P. we have to play in the spring, and we are two weeks behind time now and the course may not really be in any kind of shape to sponsor a golf team on.
I wish you could get the coaches to go in and talk to the Athletic Association about playing in the fall because our course is in gorgeous shape then.
Manager Livermore – The problem is a lot of the golf team play volleyball and football in the fall and we would only have one kid available to play golf. We can ask them about it but I can tell you none of the other schools are going to change. The whole U.P. is spring.
Jim Smith – Do we still have that program where you can rent a cabin for $500.00 a month? How successful is that? Are we advertising it?
Manager Livermore – As far as the monthly rentals in the cabins, it’s been modestly successful. We have had some rentals and they have been happy with it. We actually expanded the program and are offering the monthly rate during all months except for prime rental season and the month of November, which is based on availability but the rate is a bit higher. It’s been well received, and we’re hoping more people take up on it now that we have expanded it.
OLD BUSINESS:
GOVERNOR SCHANSKI – I Move that we offer a contract to John Matchinski for $23,375 to re-roof the second group of cabins.

GOVERNOR DARK – I Move we authorize Manager Livermore to spend up to $10,000 on a new Van for housekeeping.

GOVERNOR LARSON – I Move to authorize Manager Livermore to tear down the Drown Cabin, not to exceed $2,000.

NEW BUSINESS:
GOVERNOR LARSON – I Move the Club rent the house on Riverview Drive for one year at a time, to members only, at a rate of $450 a month plus utilities, with 30 day notice being given to the renter if the house is sold and the home would also be open for showing by realtors.

GOVERNOR FLORIA – I Move an Applicant applying for Membership in the Club, must be sponsored by a Member in good standing and furnish at least three reputable references or only two references if they are HSC members in good standing.

GOVERNOR DARK – I Move that we adopt the following changes to the Fishing Regulations:
5. Anyone using baitfish on club property must strictly adhere to the new regulations stated in the Michigan State Fishing Guide.
6. Only one person, human propelled flotation devices can be used in Cold Creek Pond. Canoes, Kayaks, and one person, human propelled flotation devices can be used in Jocko and Three Mile. No motors of any kind may be used. Fishermen using canoes, kayaks, and flotation devices must use artificial flies with barb-less or pinched barb hooks. All fish caught using the above method must be released. Canoes, kayaks and flotation devices can not be stored at the ponds and must be removed daily and cleaned in the Club provided Cleaning Station before use.
10. Canoes, kayaks, and club provided boats may be used in all club lakes. (Added to #10)
11. The daily limit of perch and bluegills combined from Elbow Lake is 25 per day with an annual limit of 50 fish. The daily limit of bluegills from the QGMU pond is 15 per day with an annual limit of 50 fish.

CORRESPONDENCE FROM MEMBERS:
Ivan Darling – Wrote a letter in regards to deer hunting on the Hiawatha Club and in particular the shooting of does. The advent of new grown timber over the past 20 years, the deer population should be on the rise, but it isn’t. What is different is the DNR injection of additional predators into our environment and decision to kill off our breeding stock, which is our does. With proper marketing of our message to the press, U.P. publications, magazines, get our message out and start influencing public opinion, which changes politics.
PRESIDENT RUTLEDGE – The last quarterly meeting Barb Hobbs asked if I would write a letter regarding water laws in the Great Lakes region, and as president of the largest club east of the Mississippi, maybe we would have some sway. President Rutledge read the letter written to Governor Granholm asking her to use all resources of her office to protect our most natural resource.
Barb Oertel – Last year the cross country skiers requested signs to maybe help deter the snowmobiles from going on our ski trails that we have. Have those signs been purchased?
Manager Livermore – Yes they have and are on the trail at the back end, but we will put the signs wherever you like.

MEMBER’S WISHING TO BE HEARD:
Ivan Darling – Our snowmobile trails have been the best I have ever seen anywhere. It’s like a super highway out there. The bypass trail that we put in to avoid tearing up our roads with the sleds went to pieces down in that marsh area. It’s the only place I know on our trails that we really need to address.

PRESIDENT RUTLEDGE – Called the Meeting to order at 9:01 a.m., welcomed the members in attendance and recited the Pledge of Allegiance.
GOVERNOR CRANDALL – Called the roll.
Governors Present – Wilson, Wileman, Waldron, Rutledge, Schanski, Middleton, MacFarland, Floria, Eldridge, Dark, Crandall.
Governor Absent – Larson, 11 Governors present, 1 absent.
PRESIDENT RUTLEDGE – Under agenda changes or additions we will have under New Business one new change. A motion from the Finance Committee for the Manager to investigate the possibility of moving capital budget from 2007/2008 to investigate a truck and the end result could be to possibly save the Club money.
GOVERNOR CRANDALL – I Move that we accept the minutes for the July 21, 2007 Board Meeting.

CORRESPONDENCE FROM MEMBERS:
The following Members wrote letters with their concerns or recommendations:
Stuart and Barbara Hobbs – Concerning the low Great Lakes levels and the impact economically and ecologically of the low water levels. Also enclosed a couple of articles pertaining to soil erosion and dredging in Lake Eire and Lake Huron and urged the Club to contact the appropriate people by mail and urge them to do something about it.
John Bergacker – Recommended the Club add to the Hiawatha rules and regulations, item 12 for the disabled members as follows: Under the Hunting Regulations, add number 12, disabled as determined by the Michigan Department of Natural Resources. A member may hunt on HSC property using the Michigan Department of Natural Resources rules.
PRESIDENT RUTLEDGE – Governor Dark can you research those rules and see what they are and address them at the next Fish & Game meeting with suggestions brought back to the next meeting. Governor Dark – Yes.
John Bergacker – Asking why the Club doesn’t have a membership directory that includes all the names of members, addresses, phone numbers, e-mail addresses, and expertise of that member that is available to all members.
Manager Livermore – It’s been a long-standing policy to keep our membership roster confidential. There are groups that would like
to have our roster for solicitation purposes. We do not distribute our member’s addresses and phone numbers basically for any purpose. The office has a Residential Roster of members who own homes on the Club with the road that they live on and some members include their telephone numbers.
Bruce Gustafson – I have been watching the upgrade of the U.S.2 entrance and I want to commend the Board, Manager Livermore and Gary Trombley for giving the Hiawatha Sportsman’s Club a front door that is equal to that which lies behind that gate. People are going to investigate what lies beyond, and that bodes well for all of us that have an interest in this beautiful place. Thanks for having the courage to put a new face on the Club.
Bruce Gustafson – As a realtor in this area, an investment group is looking for property in the Naubinway area to purchase, to put up a senior citizen housing and are seeking 10 to 15 acres. I thought the old ball field on Marina Road south of town would be a perfect spot in terms of location for people to walk to town and so forth. If constructed, a senior development would be of great benefit to the elderly, particularly to elderly members of the HSC currently living in Garfield Township. I am asking the Board to investigate the potential impact that such a venture would have on the Club and surrounding community if they decide they would like to be part of this venture.
PRESIDENT RUTLEDGE – This suggestion and the proposal for a tower for internet communications should be brought to the House and Grounds Committee to suggest for consideration with the possibility of an Ad Hoc Committee.
GOVERNOR CRANDALL – Read a letter from the Lake Superior State University and LSSU Foundation thanking the Club for the recent gift of $308.00 to the Hiawatha Sportsman’s Club Fisheries and Wildlife Scholarship Endowment and the important role the Club plays in ensuring that the students and faculty continue to reach their goals. The financial support helps to educate the next generation of leaders and professionals in a way unique to Lake Superior State University. “Thank you for your investment in Lake State University.”
MEMBERS WISHING TO BE HEARD:
Dennis Goerke – This is a suggestion to the Fish and Game Committee. Every year the Club spends approximately $20,000 in
fish planting in their ponds and lakes. Each year we plant 500 in this pond, 500 in the next pond and so forth, with no data determining when the next planting should be, what was the creel count on an associated day of the catch. I am suggesting that a survey form be developed and a survey station be established at the ponds and lakes where we plant fish and request members to fill out a form each time they fish these locations. The form should have the date, hours fished, number of fish caught, species, the size and number of fish released voluntarily or mandatory or other data the committee may desire on the survey form.
GOVERNOR MACFARLAND – We are in the process of developing that and it might be involving LSSU because of the timing, they can’t do things when they are in school and a lot of this can be done when they are in school. We are doing this now and I call it a user satisfaction survey. You and I need to get together on this we definitely want and appreciate your input.
Jack Glasscock – I have not seen in any Council Fire or any report of the Board on what our total member donations we have given to LSSU, which I would like to see.
Bob Street – Are we really going to do something on the weeds in Lake Millecoquin and Cold Creek Pond. The Fishing is really getting terrible.
PRESIDENT RUTLEDGE – When it is time for the Ad Hoc Committee, I do have a recommendation for the Lake. Cold Creek Pond was treated up to the long dock and that is why you are seeing the weeds beyond that. The DEQ permit would only allow us to treat that much of the pond.
Keith Hopper – I want to let everybody know from House and Grounds, well done on the Recreation Center. I went there a lot this summer and to see the family interactions was totally awesome. Well done. Well Done.
Barb Hobbs – I would ask that the HSC Board address concerns that affect the U.P., the Lakes and specifically the Hiawatha Sportsman’s Club. I would like the Board to consider a letter of
concern to the State Of Michigan, Governor Granholm specifically, to address the drastic situation critical to us all. We cannot let the lakes, Michigan and Huron, be damaged further. I put a petition on the table which you can sign, and if the letter is written, it could be included.

Governor Dark read Game & Fowl report and commented, that a special thanks goes out to all of our volunteers who helped get our food plots planted and a special thank you to Leonard Jakubiak who has been on this project for the past several years donating hundreds of hours of his time and teaching volunteers to make this project flourish. GOVERNOR ELDRIDGE – I Move the Board adopt the 2008 proposed operating budget as the 2008 operating budget and that the 2009 through 2012 operating projection be adopted.

GOVERNOR ELDRIDGE – I Move that the Board authorize the expenditure of $1,402.52, the balance of the Lindell Memorial for the Club and U.S. flags.

GOVERNOR SCHANSKI – Moved to authorize the renewal of the snowmobile agreement with the Michigan Department of Natural Resources.

GOVERNOR ELDRIDGE – I Move that the Board authorize the Executive Committee by majority vote to move the truck replacement from the 2008 proposed capital plan to the 2007 capital plan and to purchase a F-550 Ford truck with a 40 to 45-foot wheel trailer for $24,000.
